Dear Mr. Downer,
Treasury Chambers,
24th. June, 1902,
Charles Davies, to whom you wrote about
the Shanghai Old Gaol Site, is away on leave.
I am, however, authorised to say that the
intention of the Treasury letter 5423/1902 of the 19th. instant
was to leave your hands free to make the best bargain you could
with the Agency.
It is apparently not anticipated here that
the Agency would be in a cosition to pay more than a nominal
rent, but if they do, so much the better.
You would, I suppose, require some sort
of proof from them that a nominal rent was all they could afford
to pay.
